My mistake, it's been awhile since I trained to 300 with beldarr, and that sort of thing can play tricks on the mind...I believe I trained with oow augments afterwards but with the new SoF gems will make it much easier.

With regards to JC, this is one of the few tradeskills that can be completely trained to 300 via vendor purchased materials, granted farming the gems drops your personal income liability, but it will take alot longer to get the gems you want to use to train with. Hail of Arrows is a quest arc spell from DoD, given the level of the mobs and the new levels available to players, these should be a breeze to knock out.
