My paladin's smithing is in the 230 range and i have a 5% mod, but he's only level 51 and has no aa for tradeskills. I think I'm running about 35% lifetime on the GM armor combine success rate, but only 1 failure on MDS conversion.

Rogues with a high enough skill can make this item.
